If you want to disable Windows 10 Update services permanently, use Service Manager. Here following instructions are given below:

1.  Please Press Windows key and R (Windows Key + R).
   
2. A dialog box appears, write inside it, services.msc and then click on Ok or press Enter key on keyboard.

   
3. Opens a page name Services(Local). Scroll down to find out Windows Update.

   
4.   Now Right-click on it and select Properties/ You may double click on it to get the properties. 
5.  In Startup Type: select Disabled and click Apply after that click Ok.

6.       Now restart your computer and enjoy.
